Roman welfare
  • The people were issued welfare stamps, which were little tokens called tesserae. They were the only thing Romans could turn in in order to receive food and grains from the Annona.
  • They would all gather at large warehouse to receive their foods, the warehouses were always owned by the government.
  • They would receive wheat flour, or already baked bread and sometimes a little more but not much, since so many Romans were getting their food from the Annona, the government could not supply everyone with a lot of food.
  • On special occasions meat was distributed to certain people, those people consisted of those who had the special tokens meant for meat only.
  • the Romans did not call it their welfare program, in Rome it was known as the Annona
  • They came up with the system of the Annona when they finally realized the agriculture in Rome could not feed everyone.
